In some states, lottery revenues are dedicated to specific categories, such as public stadiums and game and fish funds. Other states divert these funds into general funds. According to Charles Strutt, executive director of the Multi-State Lottery Association, lotteries can help state governments generate revenue without raising taxes.

They are used to raise money for education
